How can i get permission to create a virtual cache?

I had a interesting idea for a virtual but i found out that they are legacy dose anyone know how i can create one???

Virtual caches are generally a legacy cache type because they stopped being available for anyone to hide, nearly twenty years ago.  But, beginning in 2017, Geocaching HQ has offered a limited number of virtual caches to qualified accounts, over four "Release" batches.  While there can be no guarantee that there will be a fifth release of Virtual Reward Caches in the future, you can maximize your chances of earning one by hiding great caches that get lots of favorite points.
