I guess you mean something like a printable mask, or reasonably Signal-like costume.  There are frog Halloween costumes (also "frog" hats).  Could you fix one up a little?  Maybe start with this one, if you're creative.

Except for a small number of Signal the Frog costumes owned by Geocaching HQ and shipped around the world for appearances at large events, I'm not aware of any options.  Signal is trademarked and I am unaware of any licensing rights being granted so that other companies might produce similar costumes, or so that individuals could create their own version.

From your profile photo it looks like you already have a Signal the Frog costume.  Not sure why you bothered to include that person without the costume in your profile photo though...
