Quick question for everyone.  In our area we have monthly events that sometime I set up for another player and then adopt the event to them so they can fill out the details before its published.  

 

Does that exclude them from possibly receiving a Community Celebration Event?

If they own the event listing when it's published it should qualify them for getting a Community celebration events. Given that they also publish at least one cache during 2024.
