Not sure if anyone has an answer, but still going to post... When GeoTours are set up, in order to earn the Souvenir, you have to find all the caches in the tour. But over time, caches can go missing and might be archived, Can you still get the souvenir if caches are archived? If you do a tour and DNF a cache that later is archived because it was missing (thus you've still found all active caches) can you retroactively get the souvenir?
