Display of found caches only for premium members?

Hello everyone,

one point first: I am aware that as a user I can specify in my user privacy settings whether the "geocaching founds" should be displayed for public or friends or private.
But WHEN they are set to "public label", it seems to me that they are only visible to premium members, not basic members.

1. Has it always been like this?
2. If not, is that intentional or a bug?

I went back and read the announcement from HQ and didn't see this specific issue mentioned. Using my basic account I could not see your finds.

This must be a bug.  I did a check of the OP's issue, and then tested my own Profile.  Although I haven't changed any "privacy" settings (they are at defaults), it appears that Basic members may not be presented with links to my Found caches.
