When do old caches get deactivated?

Been missing since 2021, and the owner hasn't been online since 2020. What's the process to remove dead caches like this?

Since it's a difficulty 5 cache it will take a lot more than 2 dnf and 1 needs maintenance before the geocache health score is so low that it will get into the tool that notifies the reviewers that a cache needs owner maintenance.

 

What can speed the process is a cacher logs a needs archive, or needs reviewer attention as it's being renamed to, then the local reviewer will probably disabled the cache and give the owner 30 days to respond. If no owner activity has occured the cache will be archived after 30 days.

CO could be reading emails, and if checking cache/logs via an app on the phone, so may not show on the website as 'being active'

The CO in example cache ceased activity suddenly Aug 2020. Possible COVID victim?
