It's getting expensive to send things between countries and we might want to start earlier to send by cheaper means - especially if we're paying Customs Fees on receipt as well. Or possibly just exchange within countries? That would be a lot of work for one Host for the Mission, though. (Might be worth some discussion at large.) A recipient in the Netherlands pays VAT and customs clearance costs if it is not stated that it is a gift.
