Fee National Parks eligible for ALs?

I know that Adventure Labs are supposed to be free and thus many (fee) museums and the like are not allowed.  However, National Parks seem like they COULD be either a “gray area” or exception since there is a Golden Eagle (retired folk, lifetime) and annual pass option thus making individual visits “free.”  Any wisdom you can share?  I have two credits and am eying nearby fee National Parks.

I personally wouldn't object to ALs in a National Park, but I have to point out that the guidelines are pretty unforgiving. 

 

Adventures are free to play

You cannot require players to pay a fee for a product, service, or access.

 

What is perhaps an even greyer area is Canadian National Parks, which don't require an access fee as long as you do not stop. So technically one could place an Adventure, I guess?
