I'm sure the answer is somewhere, I've just failed to find it so I'll ask:

Is there a list of countries where geocaches ARE hidden?

Is there a list of countries where geocaches ARE NOT hidden

Are there countries that DO NOT allow geocaching?

There is a tool on project-gc.com which lists the sums of hidden caches per country.

looks like most of those 0 entries are artifacts of changes in territories... interestingly, someof those changes are also still visible on the geocaching.com side, e.g. mixed Swaziland/Eswatini results (51 total) in the new search or single Bonaire, St Eustatius and Saba in the popup for caches on the new map.
I was confused for the major part of a quarter hour why your search has St Eustatius in the title two times and why it's only 3 caches, it is only a region and the whole country has more caches (43)
afaik North Korea really has 0, also Equatorial Guinea seems to have 0, same for Nauru or Bouvet Island
