Do Adventure Lab stops count as a cache found in that county?

How would the CO be able to verify a claimed lab cache find since you can't view the lab caches found by other players? When I go to your profile I can see that you've found 1316 lab caches but I can't see which ones they were.

Project-GC Checkers have the ability to fetch Lab Cache information, as long as they are configured to do so (most aren't.) This is regardless of whether the individual has a PGC Membership or not.

Lab caches have effect on total count and daily counts. These are possible and allowed statistics to use in a challenge even without mentioning them in the cache description.

 

Finding a lab from Washington state is not possible, because Lab caches are locationless caches in the statistics. And there is a very good reason for this.
