Permission for creating a labcache?

i have requested to make a labcache several months ago. My Cache friends (same profile) are gething their second to make? 

What am I doing wrong?

In cases like this, we recommend you log into the Adventure Lab® builder with your Geocaching.com account, to check if we have given you a credit and perhaps the email didn't arrive properly. In your case, we provided you a credit a year ago. You can follow the steps on how to create an Adventure Lab from this Help Center article: https://www.geocaching.com/help/index.php?pg=kb.chapter&id=143&pgid=950
