Can’t send pictures through Message Center.

About 10 days ago, I reported not being able to send pictures through Message Center.. GC emailed back a few days later stating they had a technical issue, and it should be working now. I tested it and pictures were going through as expected.

Yesterday and today, I am having the same issue. A text message will take about 5 to 7 minutes to get delivered, but pictures do not. I am able to receive a message and photo, from the person I am trying to send to.. ! 

I can send text & photos through Apple messaging and Facebook Messenger just fine... and no delays.
