It's a pre-packaged solution (with some annoyances) that Groundspeak uses to keep some government agency happy. Quote Link to comment

They can change but can remain the same for a long time. My IP hasn't changed since the beginning of May. When away from home I connect via VPN so even then I have the same IP. Blocking cookiebot seems to be the best way to solve this. Using noscript/ghostery/adblock ..... doesn't block only cookiebot but takes care of all other annoying stuff like ads and tracker too. Using Safari. @on4bam you're right, for a landline internet connection, but @barefootguru was talking about phone, which obviously changes IP address at least every time you restart it or go into and out of airplane mode (at least from my experience).
