GCHQ were doing a sweep and removing accounts and closing inactive owners caches unless they were placed before year 2004 EXAMPLE -Mail Address: The "Send Email" feature is disabled because this user is currently inactive. +ecanderson Posted July 10, 2020 Share Posted July 10, 2020 It would be good of HQ purged all of the 'bounced' email accounts -- those where messages (of whatever sort) from GCHQ are undeliverable. It would improve the reputation of the mail servers so that there wouldn't be delivery issues with ISPs that frown on too many bad emails. Where there was no cache owner response, those caches eventually went to archive. Help Center Article LINKY As an experiment, it seemed to demonstrate that 5 years of no login and no logs is a good indicator of no owner. As a test of whether new caches would "refresh" where old were archived, Covid-19 made it impossible to draw conclusions. Accounts were not removed. Accounts with logs of any kind or any owned caches are never removed - unless by specific request of the account owner per privacy rules. An account can be disabled by request to stop having emails sent, and I *think* if the email address starts bouncing, then sending email will be stopped, and the inactive account message will appear.
