I cannot submit my waymark, and continue getting the message that a Year is required. But the variable says a Year is required IF it's there. It's not there. I'm stuck. I checked nearest waymarks (see last photo), and that manhole cover does NOT have a year listed, so how did it get submitted? Am I missing a work-around?
