Weird behavior when creating new mystery cache?

When I create a new mystery geocaching I have to enter the final (container) location in step 1 (Type & Location screen), but I can't set the visibilty to anything other than Visible. The system even gives me a warning about this, but I can't seem to do anything about it. Ofcourse I can edit it later before sending the geocache to the reviewers, but this seems like a bug to me.

This happens to me EVERY SINGLE time I create a puzzle cache. I just ignore it, continue on, and edit the page later. It's been doing this for about a year I think.

The CSP has always functioned this way for Mystery caches.    You cannot hide the final coords UNTIL you add a stage.  Once you've added stage, you'll see the option to hide the final.   Needs a bit of language on that page to explain this. 

I was a beta tester of this back when the CSP was new, and it made sense to me, as it must have to the developer, but it's been quite apparent from the number of threads on this that it's not intuitive for many.
