Does the Mystery at the Museum "Penalize" Geocachers?

And no single promotion can promote all those possibilities at once.

Exactly.

Maybe the best answer during every promotion when someone inevitably complains that it's not fair is simply to wait for one that is, and is more geared to their style of geocaching. Even if it's 1 in 5, or fewer, promotions (especially if 4 in 5 of them are geared to a majority of geocachers' style of geocaching).

This is the new standard. Some oldtimers would like to find caches too - not only sign them.
