Ussing data, yes, an international plan will work here without charging roaming fees.  You can either pick up a pre-paid SIM at the airport, or you can look at the international plans your existing provider has without changing SIM cards. 

 

Be sure about what you have arranged with your provider, though, including start and end dates - a US cell phone will work just fine in Europe with your US SIM with no modification whatsoever, as it runs on the same spectrum as European carriers, but if you don't have an international plan in place, you're going to face some exorbitant charges.

 

You'll be able to access the website using wifi regardless of whether you get an international plan or not.  When we went to Japan, I kept my phone in airplane mode to avoid roaming charges (wouldn't have mattered, though, as Japanese networks run on a different spectrum -- we couldn't have used our US SIM card even if we'd wanted).  But using wifi, I had internet access.

The language setting for the website itself is set by the user, not the location, so that won't change.

 

Geocache descriptions, however, will vary; some will have English sections, many won't.  Depends on what the owner wrote.  We own several caches in Germany, and we wrote 'em in English, so they're in English.  But most of the other caches around us are written by Germans, and most of them are entirely in German.

 

Fortunately for you, someone else just asked about translating caches easily for a trip to Europe.  See this recent thread for some workarounds.

If you plan your trip in advance with cachetur.no, select the caches you wish to find in the areas you are going, you can edit translate the descriptions ahead of time, have the hint translated to english, print the trip with descriptions, hints etc. create GPX files for offline access, have ETA's calculated + much more
