It is now divided into 12 cantons. See this Wikipedia article for more details. However, all the caches still have "state" shown as one of the above 3 defunct districts. Quote Link to comment

There is no state level selection when hiding a cache and selecting Luxembourg as the country, and when I looked at some caches in Luxembourg then I didn't see any state names. Hans I just check my profile on project-gc and is shows that I've found caches in 1 Luxembourg Canton (Diekirch) and the maps page on the profile shows 12 Cantons. While there are a lot of countries which have second level administrations (States, Provinces, Regions, Cantons) GS hasn't coded them for most countries. A couple of years ago I created a dataset which has a list of all the countries from the UN Geopolitical ontology and the second level administration for each. I used data from geonames for the second level administrations and just checked and it also only has the 3 Luxembourg districts. I suspect that GSAK is using geonames for place names as well.
