Hiding caches along the Bruce Trail

I thought that hiding caches along the Bruce Trail was no longer allowed but I have seen some recently placed. Has the ruling changed or are there exceptions to the rule?

I believe the number was 12%. The Bruce Trail only owns 12% of the trail, so that 12% you can not place a physical cache along. Problem then is, we have no way of knowing exactly what sections of trails they do own.
