Some Reviewers would prefer to have caches submitted for Review as they are ready, so they can alert the CO to any problems sooner than later, rather than having all the caches submitted in one big group. Some Reviewers might prefer the opposite, having caches submitted only when the entire series is completed. Best to check with your own local reviewer.

If a CO that wants to have multiple caches published together waits until all the cache pages and caches are ready, and then submits them all at once, then the Reviewer would get a slew of caches in their queue.  And there would still be no guarantee that the caches would be published together, unless the CO makes it clear that they want the caches published together.

The Reviewer might find that there's a saturation problem with one of the caches and not publish that one, but publish all the other ones. That would not fit what the OP is interested in.
