Can someone help with the general concept of a dancing man code? What does the underscore symbol mean? I am trying to convert a dancing man number code to coordinates and can’t get it to work.

The general concept is pretty straight-forward: It's a substitution cipher using stick figures in various positions rather than a traditional alphabet. There's even a tool for it at GeocachingToolbox: https://www.geocachingtoolbox.com/index.php?page=dancingMen

I cannot let this pass without mentioning that these symbols were introduced by Arthur Conan Doyle, M.D. in his story The Adventure Of The Dancing Men.

This first appeared in Collier's in 1903. It contains a nice discussion of frequency analysis by Sherlock Holmes.
