GPS

Any current (made in the last 10 years) will get you to the coordinates. Best accuracy for consumer-grade units is 10 meters (30 feet).  If you have a smartphone, the gps in it may do the same, depending on the phone (some have better antenna than others, so they may vary in accuracy).

I use an Oregon 450 from Garmin and a Samsung Galaxy S5 and have seen zero difference in accuracy between the two, whether in town or in back-country-no-cell-service areas.

I'm sure others will have varying opinions.  Good luck.

Go caching first, buy stuff later.

Your phone should work just fine to start.

I found my first 180 caches without a phone or GPS. Took printouts (on waste paper) and checked the ground, etc for clues to follow when I reached the area. It also taught me to stand back and look for likely places.
