This looks to be a rare case where a reviewer has unarchived a cache to allow for an adoption.  I suspect that the adoption process was started (the CO initiated the adoption process) and the CO archived the cache before the process was completed (the new owner didn't "accept" the adoption request).  As Moun10bike indicated, the archival of the cache also disabled it but it's not clear if the cache needs to be re-enabled before the adoption is completed, or if the new CO can adopt the cache then enable it after ownership has been transferred.

 

This also suggests a workflow that, should perhaps be considered.

 

When an adoption (transfer of ownership) is completed, should the cache be disabled after the transfer is complete?  Personally, I think automatically disabling the cache as part of the adoption process makes some sense.  Forcing the new owner to enable the cache after it's been adopted might cause them to look over the listing and ideally visit the cache and perform any maintenance that might be necessary so that it is  ready to be found.  Of course, the new CO could just enable the cache without doing anything else but it might serve as a reminder that enabling a cache means it is ready to be found and a CO might think twice about whether or not it really *is* ready to be found.
