PQ by Cache Owner

Does somebody know if it is possible to create a PQ by a Cache Owner without following all of the persons cache's?

There is a person here who has good caches and I would just like to keep them in a PQ to be on the look out for them.

Not a PQ but go to the main search page and click Filters.  Type the cacher's name in the hidden by box and click the radio button on the right for "I haven't found" and the hit search.  You can check them all on the left and then add them to a list.  Then you can use Send to Garmin to put them on the GPS.  If you are an app user you'll need someone else to advise you there since I've never used the app.
