The owner may adopt or transfer ownership to you, using the steps here: https://www.geocaching.com/help/index.php?pg=kb.chapter&id=41&pgid=249 1 Quote Link to comment
+kunarion
Ref: "starting a new TB with copy tag" See if they're already activated and traveling. If so, unless you have a definite plan, don't place another of the same number into a cache. It's also a little iffy to place a "Copy Tag" if it's imprinted with the text "Keep Me". That's just asking for trouble. The "Copy Tag" is best as a souvenir that the owner may keep, while the other tag likely will never be held by the owner again. Quote Link to comment

And it could be "revived" as a car decal, or dog collar, or embroidered number on a backpack or most anything. And those may be less likely to get "lost" again. You don't have to use the "Keep Me" Copy Tag, or even a tag at all, but the more you make it look like a "The Travel Bug" trackable tag, the easier it is for finders to identify what they find.
