Right click on a GPX file, choose Open With... and select whatever program you use to open GPX files. If the program is not in the list, you can navigate to its location on your computer.

But for copying a GPX file you don't have to open it. Just use copy/paste.

A GPX file is just plain text.  It's an XML file which has elements which are described by the GPX schema and geoaching extensions.  It can be opened, viewed, and edited using a standard text editor (notepad,  textedit).  You can also associate GPX files with a waypoint manager such as GSAK, EasyGPS, or Basecamp.  Any of those applications will load the GPX file and provides a "driver" for sending the results to a GPS device.
