API

Has there been any discussion on restarting the API access for new applications and website? 

I want to create a website / application for geocaching, but with the API access limited to existing users. It is going to be hard, if not impossible to create a website / application.  I see on the list of websites and applications that a few have not been updated in years.  There has been a lot of changes in the last few years, that I think would be a great benefit for geocaching community.

There are a number of API-based apps that are no longer being developed. Would it be possible for a new developer to piggyback on the API license used by one of those apps? Or even to buy the API license from the original developer (assuming the original developer could be contacted)?
