I'm sorry, but your question does not make sense. If a value is represented using the digits you described, then it is hexadecimal. It is represented in base 16. There may be some other encoding of the value performed, but that would independent of the representation as hexadecimal digits. Here's an example: 474F4F44204C55434B Quote Link to comment

That could be a simple substitution cipher. Just substitute each character with a letter. A substitution cipher can use any kind symbol to represent letters or numbers. Quote Link to comment
