No Log On with a Android 4.1.2

For over a week I have been unable to get to the log in page on my phone. I am on 4.1.2 and using dolphin browser and the default browser that comes with 4.1.2 I try switching off my carriers network and onto wifi networks that I know allow loging on on a PC and no luck. I just am not allowed to see the web page to log on. all seem to be server related issues and issues of security not being right to view the page.
