I would like to know how I can place new caches in the town of Rincon de Guayabitos(Nayariy)

I will spend time there next year.I will be there from Jan:07 till April 30th: 2015

stairway to Haven is the only cach there.

If you are not from there, or don't visit there regularly, don't place a cache there. How will you maintain it? Most reviewers won't publish a cache like that-called vacation cache. Short answer is you can't.

Since you won't be able to take care of the cache it won't be published, unless you find a local cacher to look after you cache.

Just a thought here. I know it's allowed but honestly is it really your cache if you get someone else to do the work?

The vacation-land parts of Mexico are cursed with drop-and-go vacation caches. (Go inland for quality; where the locals play...) In spite of your best intentions, you may be adding to the problem.

 

Ironically, there's another Stairway to Heaven not far from the one you mentioned.
