I am new to this, how can I insert a picture from my computer?

Insert a pic where?

 

In the forums, it must already be hosted online, you cannot directly upload from your computer to the forums.

For a cache or Trackable log, you have the ability (link) to upload from the log (p)review page... or you can upload by the edit option of a previous log.

For a cache page -- you must be the Cache Owner -- you can load a photo from a link provided in the Admin Tools box, upper-right of the cache page.
