Usually this is done with geocoins more-so than TB's. If you were to send it out into the world, then typically you would mark it as Not Collectible. Many do not mark theirs either way. It took me a while to realize it had nothing to do with letting other people keep the trackable, which is what it sounds like. I got a window cling and finally figured it out.
