They pass you on because a lot of people don't know who in their organization is in charge of caches. Help them along, make suggestions. If someone else near you specifically mentions their permission in the description ask for contact info to expedite your efforts to reach the right person. Quote Link to comment

It has details of those landowners who require you to get permission first; locations where you must show the reviewers you have permission as well as areas where caches may not be allowed. It also has the various maps the reviewers use when checking cache locations. You can use these yourself to check locations.
