Is there something I'm missing? Yup. You are missing two things. First the link on how to create notifications. Second- if you looked at the drop down box it give you cache types to watch. Click a cache type then you will have all available notifications appear to be checked or not. Notifications can be different for different caches. You can't attend a traditional cache, so by choosing the cache first it eliminates the possibility of creating a notification for something that doesn't exist.
