Sticky needed? re: Earthcaches on public land

It seems that earthcaches on park or other protected property are becoming more popular, especially since land managers are still leery of physical containers. With that in mind, may I humbly suggest that one of the forum moderators create a sticky post that has some good discussion and/or links about earthcaches on public land?

This recent discussion involving BLM Controlled "Wilderness" Areas is important.

So is this great discussion on the Latitude 47 blog about tips on developing earthcaches in US national parks. (Although that blog entry would benefit greatly by addind a link to the current National Park Service policy on GPS-based Recreational Activities in National Park Areas.)

Not saying this particular post needs to be made into a sticky -- just would like to see one created to preserve these resources in one easy to find place in this forum.
