Depends on the State. Washington allows them, but they've got a form and some hoops you've got to jump through before you can.

As your finds are in Colorado, I assume Colorado State parks are of interest. I used a search engine to search for geocaching colorado state parks and found this page

www.parks.state.co.us/Geocaching/

I would assume that placing caches is possible, and that way to do it would be to contact the office of the individual park and ask them about their cache placing procedure.

That changes from state to state. In NC, as a general rule, no, you may not. However, if you can show the education and physical fitness value many state park rangers are more willing to listen and allow them.

Do the research on the page listed in previous posts. Compile some good educational and physical fitness benefits you can provide to the park and then approach the ranger in charge.

That's one nice thing about Florida State Parks. For the most part they are geocaching friendly.

Actually the State of Washington has changed their policy on Caches in State Parks. They still need permits but the approval process is now down by the individual park Rangers and the multi-layer process has gone away.
