The only difference between the two is .65 would be pronounced 65 hundredths of a degree and .650 would be pronounced 650 thousands of a degree. Mathematically they would be the same. Most older ones display two to the right, most newer three to the right. As DonB said, there is no difference in the numbers you provided.
