Is this permissable? As long as the stages are reasonably close together you should not have an issue getting a cache like this published. Now if you have stage 1 in Key West, FL, and the final in Seattle, WA, you might not get that one published. FWIW I have done a multi where stage 1 was in Minnesota and stage 2 was across a river in Wisconsin. Very well done on both ends and in a very scenic spot and thus I gave it a favorite point.
