Here is a decoder. Just copy/paste and you are set.

Knowing how to use the decoder hydrodis posted above is best in case you need to decode something in the field. If you are doing a puzzle that requires doing a lot of ROT 13 it can hurt your eyes after a while. Also if you are dyslexic the decoder works wonders.

Does everyone use the same decoding method?

The clues on the cache pages all use the same decrypt code. It's a function of the software, not a choice of the cache owner.

 

Also, does every cache have clues?

No, not all cache pages have clues. It's up to the cache owner whether to provide clues or not.

 

Some times, a cache owner will edit the cache page to add or change the clues.

It's good to know these things beforehand. I've looked through the first link on geocaching.com, are there any other essential guides I could look at?

For the record, the point of using rot13 is not to make the hint hard to decrypt, to make people somehow "work" for the hint. The point of using rot13 is that it is easy to decrypt by hand, and trivial to decrypt automatically, but still reasonably difficult to read accidentally in the encrypted form. This allows people to avoid the rot13 message (a geocache hint, an off-color joke, a spoiler, etc.) if they want, but to easily read the rot13 message when they choose to read it.

Yes, the clues are on the cache page. It's a good idea to read over the cache page before searching for it. And to read all the other cachers' logs.

 

Not sure what the "first link" is, but there's an excellent resource called the "Help Center" and it covers just about everything one needs to know:
