I like using MapPoint 2002, and it can do some fun stuff with data in a mapping environment. Link to comment

Personally, I've found the EasyGPS data pretty easy to work with, but I'm writing my own code, too. If you need CSV, consider using GeoBuddy to do the translation. That's not to say that I wouldn't love to be able to download a list of waypoints for the entire state, though. It takes a long time to download a whole state 25 caches at a time. Link to comment
