benchmark in Portugal

In my city, in Portugal, we have one big benchmark, but i cant create one "benchmark cache" or find it in groundspeack database.

 

How can i create one new benchmark cache?

The benchmarks listed on the site are only in the US and you can not create a benchmark. The equivalent of benchmarks in other countries are not listed, probably because they are not registered by NGS, part of NOAA. These are US unique governmental organizations and the benchmark database is derived from NGS information. Benchmarks are not considered a cache, you will note that the benchmarks found do not count towards a cachers total finds. They are discussed here.
