I submitted our new one last night and it was literally published (by Lindinis) within 5 minutes. Excellent service, don't know how they do it. I posted mine on Sunday and still hasnt been reviewed yet, even though someone claims to have found it and posted that they did.... makes no sense because it says its not in the system yet..... When you say, "someone claims to have found it and posted a note on it" do you mean that when you look at your not-yet-reviewed cache page you can see a Note log on it from another geocacher? Going to that link gives us the message: "Sorry, you cannot view this cache listing until it has been published." Only the reviewer and the cache owner can see the page at this unpublished stage. I had a TB on my watchlist, and had a notification when a fellow local cacher dropped it in his new soon to be published cache. Managed to work out where it was. That might be an explanation of how it could be found and the logbook signed before publication (although the owner hasn't mentioned whether they've logged a trackable into the unpublished cache page) but even if this happened I don't think the happy FTFBP wouldn't have been able to post an on-line log onto the unpublished cache page. Yea there must be some accidental way where he typed the wrong GC number and sent the log in using Field notes or something. You may want to contact roadanthesky and let them know of the error.
