About the cache map

I just have a general question about the cache map that you have on the site. I am thinking of developing a local web site for folks to find haking, camping, kayaking, canoeing, etc trips. I would like to have a map showing the currently available trips, past trips, etc.

 

My question is did you develop that map yourself or did you use a dev kit? Can you suggest a starting point to develop my own map? I am probably going to use PHP with MySql as a back-end.
