Placement across big dips in the road

We have many survey disks in my area that don't have reference disks but do have an azimuth disk. I've noticed many times that they are placed where the street makes a big dip and goes back up with the main station placed near the top of one side and the azimuth mark near the top of the other side. Usually they are placed roughly 1/3 mile apart. I don't mind walking 1/3 of a mile to find the azimuth from the main station, but noticed that I was climbing a lot of hills in the process! I assume this is done so that they have a clear sight from on to the other of the appropriate distance. Has anyone else noticed this?
