If you were to find a benchmark protected by a cover, as many of the newer marks are, you won't get in any truoble by lifting the cover to look at it. It is not illegal to do. Just make sure not to damage the cover when opening and/or removing it. Many of the older covers have rusted or have been 'frozen' in place some other way, and can be severely damaged or even destroyed if proper care is not taken. Also be sure to replace the cover as you found it. Especially if it is one of the newer screw-lock types. The cover won't protect very well if they're not installed, or re-installed correctly.

 

The title to your thread question is 'drill hole', which is the described setting for EW0881. A drill hole is a common setting for benchmarks, it is not, however, a protective cover. An un-set benchmark has a profile similar to a mushroom, with a large circular top and a stem. The benchmarks are set by drilling a hole into a stationary object, such as a building foundation, a rock, or in this case, a curb. Then the benchmarks are cemented into place with the 'stem' as an anchor in the drilled hole.

 

But this is not to say that you did not find it. You may have. Lift the cover and find out. Then let us know.
