Officially, it's up to three days, but the caches I've placed have all been published within 24 hours. It depends on the reviewer in your area.

The quickest time for us to get a cache published was less than 2 minutes, but that's not normal. We just got lucky.

I submitted one late at night on Tuesday and it's still not reviewed. I'm so excited about it being published, that it's hard to wait it out.

The service goal is that new caches will be read by a reviewer within 3 days. That goal isn't always met.

 

Many reviewers will burn the midnight oil trying to get all caches submitted through the week read by Friday.

Note that "read" does not always equal published.
