What are these?

I found a concrete stadia that had some numbers on the east side and "NRD ROW" written on the west side. They aren't USGS. Anyone seen these before?

Right of way North Road i assume. I know they are right of way markers to the exact road i can not tell you

Could it stand for "Nebraska Roads Department"?

NRD = Natural Resources District (possibly)

If by stadia you mean concrete post, we have them placed around the Air Force Base here to mark the boundry. They were placed way back before there was a chain link fence around the base.
