can you archive caches without an owner?

there is a cache listed by a river not to far from me that probably washed down stream when the river flooded shortly after the last time it was found. there are 9 did not finds listed now and when I went to the cache owners page I found out that they haven't been on sense 12-16-06. is there a way to get the cache archived?

The only other thing I would add is, at a minimum, you should hunt for the cache yourself before declaring it missing. Even better, find someone who has found it in the past and have them verify it's gone. Then you can post a "Needs Maintenance". If the owner ignores the NM for a reasonable amount of time, file an SBA. The one thing I would not do is armchair an SBA. If you are not at ground zero, all you have is your guesses that the cache is gone.
