I am looking for the best Topo map of BC/ or even just Vancouver Island. I would really appreciate feedback. And free is preferred!

If on a GPS, Google "Ibycus topo". They are Garmin compatible topo maps for the country.

 

If printed, they are available free at the Feds website.

I was just there and ended up buying the topo of west Canada for my trip. Unfortunately I ran into the same thing you are and could not find any free topo maps of the area. What area are you going to hike? I stayed in Victoria and hiked around that area, Gowland Todd, Botany beach, part of the Marine trail, GoldStream looked nice but I ran out of time.

I repackaged a smaller dataset of Ibycus Topo (according to licence agreement http://www.ibycus.com/ibycustopo/#Legal) to include the Vancouver\Vancouver Island area and created an installable mapset for Mapsource.
